Rin is definite best, but ignoring her I would also go with Kirei. He's one of the main reasons why I love HF so much. (HF spoilers) His final scene with Shirou at the end of HF is undoubtedly one of my favourite scenes in the entire VN. I really, really, really hope it will be the anime adaptation. The end of the Fate route just does not do him justice.

I just love how he completely accepts the way he is, after a long internal battle of not feeling like he's truly human. He stops trying to justify it and just says "hey, my morals are completely different from everybody else on this planet." He makes for a fantastic villain. I also hope the new anime is mostly HF, but I'm not getting my hopes up too much about that.
