For NHK to obtain the info on what is owed they would have had to access the government tax documents or info, which as I said before could have been lost or misfiled. NHK probably obtained the info from a tax government official trying to contact Mamare about the mishap and then made a news story on it. That doesn't mean Mamare didn't already pay the amount, all it means is that is the amount he could have already paid that the government lost the info on.
I'm not saying it is, but it makes more sense than Mamare "somehow" evading such a large amount of taxes for three years straight. Not to mention if you have that much money, you don't file your own taxes. Ever. There are so many mistakes that can be made it's quite easy to land yourself in jail.
