Ironforge. It's in a freakin' mountain...except I'm horde, so I would not feel terribly safe.
In that case, Undercity...except the friendly and easy to spot abomination guards/guides have been replaced with untrusting orcs. So maybe not.
Thunderbluff then. When Deathwing attacks I want to look in the whites of his eyes.
Ironforge. Only one route of attack unless you start mining. Darnassus and Thunderbluff would probably tie for second place. Stormwind and Silvermoon for third, and then the rest in whatever order.
There are so many frivolous things in this world.
Depends what you mean by safe.
Do you mean in game away from gankers&pvp or do you mean "lore"-wise? If the first, Darnassus. If the second, Darnassus again. It's a freaking tree, it'll keep you safe from anything. And noone ever goes there, so it's safe from gankers aswell.
Stormwind is completely open to attack on all sides. No thank you. Plus Deathwing a-sploded half of it.

darn just take down portle then all u have 2 do is have the highborn that have recently joined put up a portle
but SW is pretty epic of a city and i know variens not gonna let that city fall anytime soon agein

Ironforge unquestionably. All they need to do is close that main gate and they're safe for a long time. Long enough until re-enforcements arrive to deal with the fools who thought attacking Ironforge was a good idea.

Ever take a good look at the gate of Ironforge, it can close and completely seal it off from attackers.
Umm idk if you IF lovers noticed, but its underneath a mountain....bomb the mountain and the cave collapses.
OT: Darnassus
Exodar, even the alliance can't get there. It's cool being the only person in the entire city. Also it is a space ship so there are probably force shields or something.

I'd probably have to say Darnassus. On the top of a giant tree that takes up all of an island leaving nowhere to land heavy cutting equipment. And let's not forget how fast rocks thrown from the top would be going

If we are speaking about Horde vs Ally - then prolly Exodar for ally (you can always fly away hehe). For horde - prolly UC. It's safe from aerial assaults and can be reached by sewer or lift - disable lift and put alot of chemical traps in sewer.
As for IF - horde should be able to use shamans to "earthquake down" it. BUT dwarves magic/structure might be resistant to earthquake.
Thunder Bluff is good against fround attack, but weak against aerial attacks. Again, you can use shamans/hunters to shoot stuff down or quickly get engineers to make some harpoonish devices.
Orgrimmar has non-guarded back entrance and is weak against aerial assault.
Darnassus might be set on fire, otherwise it is also kinda safe city.
SW is open to aerial attacks and can be crushed by naval forces.
SM is empty city...
Thunderbluff. Stop the lifts from working so the only way to get in is from the air, then just shoot down whoever gets near!
If The Horde has no trouble harnessing molten lava in warsong hold, I doubt Darnassus would be difficult to burn to the ground. The most defensible would probably be Stormwind, Ironforge, or Thunderbluff.
Undercity wasn't chosen because of the sewer gate - a huge defensive flop. Even collapsing it would just leave them trapped. Though, they are forsaken, they could hold out without food.
Silvermoon - if Blizzard wasn't lazy and fixed it up - would probably be easily defended because of the powerful arcane energies and incredibly skilled rangers, plus chokepoints and the fact the very enviornment is at the Elves command. But given none of these are true, and, unfortunantally, Silvermoon has, and will throughout Cataclysm, remain a decimated shamble of Blizzard-induced lore-inaccurate stuff, I'd say it would be easily conquered currently.
The rest are obvious. Orgrimmar is a huge fucking failure, given they don't hold the high ground but rather a pathetic hole cut in the ground. Garrosh only slightly improves this in Cataclysm.
The exodar is as pathetic as Silvermoon, needs no explaination.
Dalaran is an excellent city for defense, given it's included. Can't easily siege something that high, though if you toppled a few spires you could decimate incredible portions of the city.
Shattrath sucks, A'dal being it's only redeeming factor.
