Surface to other surface transport @ Bilgewater Harbor

As me and a friend of mine were exploring the new zones, we came across this fancy cannon In bilgewater Harbor:

So i was wondering, will this cannon work when the expansion hits the stores, or can you activate it by doing a questline or anything else that would make sense.

I think it was a part of a quest, that when you roll goblin you try to use it but it fails.

Its a quest, fairly late into Azshara. It ports you over to a quest hub. =D

Did it last night works like a charm.
