warriors at 100 rage

do warriors get a damage penalty for having 100 rage?, i never got why we need a rage dump ability (heroic Strike) was this design when we got rage on damage dealt?( pre 4.0.1)
im wondering, why do i need to dump my rage, what if i dont have enough for my next ability, i still cant wrap my head around it

you can't generate rage if you're at 100, and if you're not generating rage, you're wasting potential damage.

You don't generate extra damage from being at 100, so, using that heroic strike to dump 30 of your rage is free damage. It is outside of the GDC and instant. So it doesn't screw with your rotation and you still have 70 rage left to use in your abilities.
