They haven't removed the minimum time to kick someone, right?

I just spent over 80 minutes (oh the joy of being dps) in two queues just to be kicked the moment I entered. How does that work? T_T

I'm pretty sure the leader has the option to kick willy-nilly whenever they please.

However, those that aren't the party leader must wait the appropriate amount of time before they can place a vote. At least, this is the way it appeared to be, last I was signed on; this was after the shattering but before Cataclysm hit the market.
