This talent will now give us a chance for the HoL effect in DP to be useable 2 times consecutively when it procs ? This would make Eternal Glory the obvious choice for the excess points floating around the spec now ?

It seems the mechanics work exactly how you describe.

Eternal Glory only applies to WoG. You really shouldn't be tossing out WoG that often. If you are, then someone isn't doing their job.

Excess Points should go to E4E or Selfless Healer from my understanding, and I don't think this changes that.
