why can you sometimes not use these to complete the artifacts

because there are some that you can't. Thats just how it is. The same could be asked: why did they add them in the first place?

Fossils don't use keystones. The others require a minimum amount of fragments to complete them without keystones. Anything below 34 doesn't take any. 34 to 44 can use 1 keystone, 45 to 99 can use 2, and 100 and above can use 3.

Most of the artifacts go by these, there are only 2 exceptions to it.

http://www.wowhead.com/spell=90614 is the only item below 100 for a given race that can use 3 keystones

http://www.wowhead.com/spell=88910 is the only item for a given race that doesn't use any keystones, despite the fact that it should be able to.

Bolded - Not true, there are 30s and 32s that do have the ability to use keystones on.

kaldorei wind chimes take 98 pieces and can use 3 key stones.

if you don't have the patience to mine 3 sites for an artifact, don't bother with archaeology. while i do find it weird that they don't all have keystones, it seems to be the ones that require the least amount of fragments as someone already mentioned.

34-36 is the 1 keystone range, 44-46 take 2, and 98+ is 3

http://www.wowhead.com/spell=91188 is the only strange one, it takes 3 yet is only 45 fragments.
