Typhoon Bug?

This may have been covered in another thread, but I didn't see it 3 pages in...

I am having an issue with Typhoon. Obviously with the new secondary stat percentages, my haste isn't as good as it used to be (%-wise); ergo, my GCD is not what it used to be.
A weird situation is occurring when I use Typhoon JUST before my GCD is up. I see the graphic, my GCD is reset, but NO Typhoon is used. This can be quite annoying, especially in vital PvP/PvE situations where a push-back is necessary.

Is anyone else having this issue? Or am I a unique case?

Occuring same problem, it's pretty annoying.

Get this quite often, annoying in BG's when you think its been used but doesnt knockback or trigger the spell .

Yeah, I've seen this. I just tend to spam my typhoon hotkey a couple times when I use it to make sure it's been used.
