Hotkey Manager - Is it possible?

Long-time programmer, moderately new to writing WoW addons.

In a nutshell, I'm wanting to build an addon that will change my hotkeys based on my spec (either by automatically detecting my spec, or using a manager interface like the equipment manager tool).

Is this possible, or are hotkey assignments protected?

Aren't protected, and is very much possible. Check SetBinding and related APIs.
