Pretty sure they reverted that change, I think it was released in the first "wave" of notes.
Then they tested it, and realized their mistake.

I believe the original patch notes were misleading, what they meant to say was: "SS and CS FOCUS regen will be affected by haste". ie, the more haste you have the more focus you will get back from using SS/CS. Because the abilities themselves are already affected by haste.
Both shots already scale with haste before the "change," just as each shot has since its inception. Bashiok originally posted the much-maligned note about the "NEW!" haste scaling a while back, but later backpedaled on his post and revealed that the only change was a behind-the-scenes update to the code that determines Steady/Cobra Shot and Slam cast speeds. He concluded by saying that we would likely observe little or no performance change as a result of the updated code.
Instead, we did receive one (unintended) change. As of the last PTR build, Cobra Shot's cast time is double dipping on haste effects (Steady Shot remains unaffected by this bug).
Then there's the separate but related matter of Aimed Shot's cast time still being 0.5s longer than Blizzard has claimed it to be since 4.0.1. It's been a 3.5s cast, but the patch notes claim it's being decreased from 2.9 down to 2.4! After that change, it's now a 2.9s cast. Yay.
Dual Wielding: Equipping one weapon in each hand. Utilized by enhancement shamans, warriors, rogues, DK's, hunters.
Duel Wielding: Equipping a rabid feral gnome in each hand and watching them inevitably tear each other into little gnome bits. Utilized by bored tauren warriors and also frequently by forum posters who can't spell "Dual Wielding."
