What is this mob and why cant i target it?

There is a mob in twilight highlands, in the north above kirthaven, looks like one of the mindcontrol octopuses from vashjir. I took a screenshot but apparently I haven't posted enough on here to use a link. Anyone seen this mob before? I cant target it for a name.

It's to do with the rare spawn, Julak-Doom - http://www.wowhead.com/npc=50089

As said in the comments, it may be a bug that the thing is always floating there regardless, or maybe not!
