    Question What makes him miss...?

    (PVP) What makes ur target miss/resists a "fear" even if u got the needed 5%hit, the needed SPen and he gots no Fear Ward, Shadow Cloak or even Will of the Forsaken???

    Shadow Resistance.

    Mages with mage armor have higher resistance.
    Mark of the wild gives resistance.
    etc. etc.

    Certain races and classes (like Blood Elves and Paladins) have traits/talents that decreases their chances to be hit. This will result in misses against that particular class or race sometimes.

    Throw away everything I said about racials relating to % to be missed. Those racials were all changed since Cataclysm to become resistances (1% per level).

    Blood elves' racial gives additional (85?) resistance to arcane, or so.

    And yes, it will neutralize that extra miss chance, most likely.

    Actually no I believe it's been confirmed that no amount of "extra" hit rating will make a difference and those percentages are fixed.

    According to everything I've read about hit, even if you're capped there is always a 1% chance to miss.

    they changed how spells work for quite some time ago.

    If a targets resist a full spell it will say that you missed.
    you will only get "reisist" if the target resists a portion of your spell

    Only thing I can think of them doing this with is rogue cloak of shadows. The reason being so that people's spell pen wouldn't go through cloak and lots of rogues would QQ.

    we can avoid miss with the hit, and avoid the mitigation with the spell pen, but...
    How can we pass through the racial resistances? with hit or spell pen?

    Yes - the spell hit cap for pvp is normally 4% - it is 6% if you wan't to "cover" the 2% -hit racials as well. (the 5% number comes from melee hit cap)

    edit: i guess these were changed in cata (to 1 resistence per level ex. 85 shadow resist at level 85)... my bad

    probably just need more spell pen to deal with it then.
