question about haste and mastery for an elem shammy

Should I be trying to balance them? Is there a soft cap or maybe a specific % im shooting for???

ATM my shamans mastery is at 10.93
and it's haste is up to 15.66%.

my crit is at 23% and its hit is capped for raiding
