Just buy the spell pen pvp neck and your set

The neck is one of only a few PvP pieces that offer Haste, you don't want to sacrifice that when you can sacrifice something else: Cloak and Enchant and you're good.

I just run with the pvp spell pen cloak and I find that suffices. You could get the enchant to get hard capped but I haven't seen a resist since I equipped the cloak.
