AMD CPU Throttling

Quick synopsis.......

Have an AMD phenom2 x4 955 BE, it was throttling the multiplier down to 4 at idle, and up to 17 (what its set at in the bios). For some reason, now its staying at 17, and the task manager is showing 100% usage across the 4 cores.

Forgiving my possible ignorance, but can this cause problems, or is the staying at 17x normal?
