Granted I only cast 60 frostbolts, but my tooltip shows 23.78% crit, and on training dummy I'm getting 22.4% crit with frostbolt?

I thought I read that crit % was lower on bosses, but then why do frost mages only soft cap at 33% ?

he's implying that your sample size of 60 casts is too low. a few hundred would allow for better analysis, as would combat logs and detailed stats
