    Doesn't matter if it's 3 hits or not. There are two main reasons why WF/FB beats out WF/WF
    1) iirc there's a cooldown on windfury weapon making it useless using it on both weapons
    2) frostbrand has a chance to slow people down by 50%, unleashing it "Deals instant Frost damage to a target enemy and reduces their movement speed by 50% for 5 sec. Increased in effectiveness if the target is already afflicted by a movement-slowing Frost effect."
    There's also a talent that increases elemental damage (5-10%) done to targets affected by frostbrand.

    I will be using WF/FB for WF procs, and FB for the epic slows.

    The only possibilities i can see would be Windfury(MH)/Frostbrand(OH), or Frostbrand(MH)/Flametongue(OH)

    And that would depend on what gives you a bigger bang for your buck in a pvp situation, the bonus to the lavalash, or the procs from windfury.
