Problems with buying Plans: Sulfuron Hammer from Lokthros Darkbargainer in BRD.

Well, I'm revered, I'm at Lokthros, I have 1 sulfuron ingot in my bags and....
Nothing. He doesn't offer me any quest called "A Binding Contract", even though he should be, and all he does is give me repeatable quest for rep, blood of the mountain, lava core fiery core etc turn in quest.
He also lets me buy from him, some blacksmithing plans, but after checking 5 times slowly, and carefully, the plans for the hammer are not in his inventory.
So....what's the deal?

go through the chat bubble. once you go through that he gives you an item. use the item to start the quest, talk to him, he has the ? for you.

Not true at all. Just make sure to go through the dialogue and you should be able to receive it.

Does not required exalted rep, simply go through all the dialogue and you should be good to go.

He has no dialogue for me, that's the problem. He does 2 things:
1) Offer to let me see his goods (rep items, a quartermaster of sorts)
2) Offer repeatable rep turn in quest
And that's it.

I recently finished this quest just before the last patch on my 85 warrior. I was only at Honored when I turned in the quest after going through the dialogue and had no trouble. I had so many other rep bits that I went up all the way to Exalted within the hour. Was really no trouble at all.

It doesnt take long at all to get exalted with them at all. Carry a few stacks of firey cores or lava cores and turn them in to him, Each one gives 2k rep a pop.

I got the plans last night. You do NOT need exalted and you get it through his chat dialogue. If you don't have that option then you have either done it before or it is a bug. If you have never done it before your best bet is probably to put in a ticket. =(

do the quests in Searing Gorge its like 30k rep, quite easy now

Getting the plans requires *no* rep from them. No rep is required to get the quest. I've confirmed this through a GM, Wowhead, and a guild mate.
The quest is just bugged apparently.
