read the mage simulators and formulators thread sir. Orc gives frost the biggest bonus, but the reduced CD and higher uptime on the orc racial boosts it slightly ahead of troll. This obviously may change in later tiers of content since the orc racial is a static amount.

At what level do trolls get 100hp/sec? Level 85? If so, that is badass.

for pve wise, i guess troll or goblin is the best. pvp i wld think undead or blood elf.
