A website like this is usually made by Hand, as in hand written by a dev in a editing program like Editplus and then implemented into a CMS/Forum system and I believe this ones run on vBulletin

the only graphics on this site are the background, the nav bar background and hover, the header, and the buttons. all of the forum itself is coded in css

I would correct the background. I'm a web designer, I usually use <snip> in my work, there are a lot of different ideas. I especially like the templates, quite creative and at affordable prices. This way the site turns out attractive.
