ok i need your opinions. i am behind on my other moonkins in my guild for dps. he stacked alot of haste. could that be the reason why he is doing more dps? ill post mine and his armory links.

Well, 600 more haste is a lot, he is also one haste breakpoint above you. And you are also suffering from wearing PvP items (the 346 blue pve are better), and from not having 4pT11 although you do have the shoulders.
However, you should be pretty close, if not it's more likely to be a rotation / skill issue.

yeap id say its a bit due to the haste difference but majority is due to player factor
This bro quit the game but still loves the game and will be back for MoP!

Do you have a world of logs of it? that would show more...also you can do a full raid summary with:
http://www.raidbots.com/comparebot/
which will show things like Dark Intent updatime, Power Infusions, potion usage, etc. Quite handy.
