addon that plays sound files on boss yell/boss percentage HP?

basically, i'm wondering if it is possible for an addon to activate certain sound files (both from WoW and custom) on certain events. for example, i want to play some action music when a boss hits his burn phase (which is often indicated by a yell, or in some cases a buff/debuff on you/the boss). is this possible? i believe that when it has a buff/debuff, you can use poweraura's, but you don't get this in all fights, i believe only in sinestra and chimaeron. would i need a custom addon for this?

I saw this addon this morning GuildStandardReminder and it can probably be modified to play a sound file.
