Probably Eminem. He's still the only rapper I can listen to without wanting to punch myself. Seriously, I don't give a shit about your car, or your money, or who you screwed in that trashy club...wish more people would actually put thought into lyrics. Maybe rap wouldn't be such a joke.
Also shameless entry for John Lennon and Elliot Smith. Both had incredible lyrics.

I think Dark Side of the Moon is the greatest album of all time, so i'd say Roger Waters.
@ Rashunt : Waters wrote pretty much everything from that album on, i agree Gilmour is still one of the best guitarist in the world, but i'm unaware if Gilmour wrote more than his guitars while in Pink Floyd, so i prefer to take the group as a whole (excluding barrett from albums after DSotM)
You can't have that many "greatest". Maybe greatest per genre or something.
Some decent names in this thread so far, but most music is so watered down now it's difficult for me to really pick a great one.
Also, musician and lyricist aren't necessarily the same thing. Some amazing songs are written by someone and sang by someone else so ;\
