gates cannot be instantly tuned to any location, and larger jumps often require a greater amount of energy and time to prepare.

All that means is you can't gate to Lion's Arch, then gate to Divinity's Reach, then gate to Hoelbrak. The gate is tuned to one other gate, which presents no problem in this situation. As for energy, if they have enough to move an entire city, I think they have enough for a gate.

I fully expect the Charr could keep DR besieged, at least well enough to prevent supplies from reaching them, while also keeping track of the floating Asura buildings, and still have superior numbers. >_>;

As for energy, if they have enough to move an entire city, I think they have enough for a gate.
