If the player is so new and clueless that they cant use an addon or look at the combat log, what makes you think that this feature would be any different?

The downside is implementing this would take away development time from something else that is actually useful and not redundant.

I think that this is a good idea and Blizzard should consider to add a feature that does this. I don't see why the fact that there is already and addon for it should mean that they can't make it. It seems to me that the fewer addons I need to download, the better.
