They weren't buffed, or nerfed... they're being stabilized. Blizz nerfed two of their dots and increased their cast damage. They're trying to make dots weaker so that their passive dot dps isn't that strong anymore and trying to give them more active dps with Mind Blast + Mind Flay buff.

Think. SW is also instant cast but it's not a dot. They're just distributing the dps over different spells.
