It will be KgPanesl as above poster stated. Normally used with alt UI such as pitbull / xperl etc.

Depends on the styling.
If you mean a very stylized border, such as say a splattered, or cloudy effect or similar as I have seen in a form you described then it would be kgPanels often with custom artwork.
