The kid hit the kitten with a LOG, took out a knife and THREATENED to kill it, but the 9 year old disarmed him.
He NEVER cut/stabbed/sliced/touched the kitten AT ALL with the knife.

The law varies from place to place, because opinions differ on where that line is. I don't think any line is drawn earlier than 12, though.

I doubt it does. As I said, ours is 12. Anything below that and you're not legally responsible (though someone else might be responsible for what an 11 year old did, but that's another story).
