Last I checked, Xbox's were read-only and didn't posses the capability to 'burn' anything.
What you have there sir, is a scratch. It sounds like it's circular (not across the disc, but around it), and therefore, highly unlikely to be repaired.

The plastic layer at the bottom of the disc is still quite thick, I don't think a disc repair tool would take off so much as to get anywhere near the label, really. Circular scratches like OPs can be fixed by the repair tool if they aren't too deep (confirmed by my friend who worked in gamestation, has 2 dogs and had an early xbox 360, who said that they don't charge for the circular types of scratches as it doesn't always fix them).
