And with a lower proc chance for none pet specs/classes the likelihood of that happening alot goes down with the low proc chance. So no I don't believe that guy is trolling.

This does seem balanced from first glance but the all important proc numbers will be the difference.

I completely agree with this and wouldn't mind either way if it can be used or not as I'll fend off the spam whispers to go arena with random people when I do get my legendary as pvp is not my thing. But people will use the "but all other legendaries could be used so thats not fair on us" card.

But who gets into rated PvP (arena/rbgs) with PvE gear? Even RBG pugs tend to check gear, and unless you're helping an undergeared friend, when do you do arena with people in PvE gear?
