Power supply is a coolermaster 500w. What do you mean by 12v amps?
I mean 12v amps. There's a label on the PSU, look for "12v" and look for "amps" and then find the number that looks like it's meant to be "12v amps"

Certainly sounds like it's video related. But again, could be hardware, software, or related hardware (psu, ram etc). Without having the machine in front of me that's all the insight I can offer unfortunately.
Can't get to PSU right now, going to bed, will get back to you tomorrow.
I used to have the same problem myself, my problem SEEMED to be: on board ati card, and a plugged in GeForce card.
After booting the GeForce one out, and replacing it with an Ati one, everything worked fine.
(Was my OLD OLD PC though, like.. 4 years ago).
Btw, why are you using windows 7 crap (home) edition?
(Almost) Everyone uses Ultimate :P.
