Steam offline?

So i have recently bougth the game Portal 2. i did inset the disc, downloaded steam, created an account, updated steam, and then it told me to submit my code, however each time i attempt to it comes up with this:

The steam server is currently unavaible.

Either your computer isent avaible to connect to the steam servers at the moment, or the service is temporily offline.
try again later.


Below there is a link to a steam/valve site where i can get help, however this comes up with a 404 error.

i have no problem accessing any of the free services from my steam account.

(have been like this for 2 hours now)

(this issues only accours when i try to add my portal code)
