    About to confront the person I hate the most

    Hi

    I've been having 0.13 mb/s download speed the past few days and I've been trying to figure out what the problem is. First I thought the router was overheating so I put a fan next to it but while the router now keeps a low temperature the download speed is still extremely low.

    I unplugged the internet cable that belonged to the person that lives above me and the speed went up to 5 mb/s again. I can't keep it unplugged because while my parents own the house the girl that lives above me pays for the internet. We pay about 30 euro for the internet (my parents found for the worst provider ever and chose the most expensive option when they could have just chosen a known provider and got 10 times as much for half the price) and she pays about 9 euros. She takes up 99% of the internet. Is that fair?

    What are my options?

    My parents doesn't care since they don't use the internet at all, we do not have a router capable of limiting the amount you can use. Should I just go up there and talk to her? What should I say?

    If you know what to do or have any advice that could be helpful then please post it.

    There isn't much you can do most likely since there is an agreement and she is keeping to it. A dispute like this would in that case have to be settled in court which is obviously too expensive.

    Best is just to be polite and ask her not to DL/ watch streams all day long.

    How do you know your low speed is because of her? Unless she is downloading 24/7 and squeezing you out completely everything you check for some obscure reason, "unplugging a cable -> speed goes up" doesn't automatically mean she takes up "99% of the internet". That doesn't even make sense really.

    Perhaps your ISP limits speed depending on traffic type or something like that. Talk to her and find out what she's been doing. I personally think it's likely to be something wrong with your router. Or the way you are checking your downloading speed.

    How does it not make sense? If your internet is being slow, and you unplug one of the computers and it becomes fast, the most likely situation is that the computer you unplugged was eating up all the bandwidth. You don't really know your computers do you.

    Try to talk to her about it, explain the situation. Maybe she's not aware of how data traffic works and doesn't even know she's hogging it all.

    If she's all "lol, sucks to be you", get a nice router, limit her band and let her taste her own poison.

    Because normally both sides should be competing for bandwidth on roughly equal grounds. The figures the OP gave are so lopsided that either it is something wrong with where he is downloading from or she is extremely good at maximising bandwidth usage or both. That seems unlikely. I'd say that the possibility that his ISP is slowing his connection down because she was watching youtube would be a more plausible explanation. Or maybe his router is just broken and can't handle two simultaneous connections.

    I can see that she is using Vuze on the Network Map which is a torrent program, right?

    My parents can change the agreement anytime and remove her internet but I'm not sure if they will do that. No need to settle this in a court.

    When she went to bed last night the internet went back to normal although she doesn't stop the downloads every night

    Edit:
    We have 1 extra computer connected to the internet which works just fine if both of us are browsing internet or playing online games (switching the slot between those two computers in the router doesn't change anything so it's not a problem with the router). Same for the two wireless connections. It's not slow as soon as she turn her computer on but almost all the time, it's often enough to make me unable to play games for example. Nobody wants to play with someone that can suddenly get extremely slow internet.

    That isn't true on the average router. There is a set amount of bandwidth, and any computer hooked up to it can eat up the majority of the bandwidth. This isn't an internet cafe situation we're talking about here, this is probably just your average computer people and your average router that isn't specifically set up.

    All you have to do is download something on one computer and then watch WoW's latency go to shit on the other computer.

    That sounds like your ISP slows your connection down when they detect you (well, her) are torrenting. A lot of ISPs where I live does that as well, they call it "traffic management" and its utter BS. That makes more sense than the idea that she is somehow using up 99% of your available bandwidth.

    Majority, not virtually all of it. This is a router used by 2 computers.

    Can you prove without actually touching the computer she is downloading anything illegal? It has to be reported by the copyright holder for it to stick. You can use a torrent program to download legit programs.

    Yea and, what's your point? It doesn't disprove what I'm saying. All you need is one computer taking up the majority of the bandwidth and the other computer will be playing WoW/downloading/streaming very slowly.

    Then you need to figure out if she is aware that she is causing you latency issues. From there if it continues, take it up with your parents. Let them know that it can be solved by getting a better connection, and just have her pay the new difference.

    They don't tend to do that in Sweden. It's 99% likely that she's downloading and uploading shit.

    And that's still assuming the copyright holder would actually take action.

    @OP, I think you're best off asking her if she is torrenting, then try to work it out with her so that you two can avoid each other's peak usage times. It's not as though she needs to be awake to torrent, so you could just ask her to not use it while you're home or awake, or something like that.

    She could also stop being an asshole and limit the speed. :P

    Especially since she barely pays for it. Another thing, if they noticed the user was downloading copyrighted material, the owners would get all the shit, not her.
