Stacking Mastery as DW Frost

So I was curious here. Until really high levels (BiS T12), Mastery and Haste remain incredibly close to each other in terms of weighting, in fact even at higher gear levels, haste remains only a tiny amount ahead. However, in any given fight where you can hit more than one mob with a howling blast even maybe once or twice, Mastery would pull ahead due to increased Frost Fever + Howling Blast damage on the additional targets.

So even though theoretically one should stack haste > mastery, stacking them inversely would yield a very very minor dps loss on single target fights but a sizeable dps boost on any fight where you can Howling Blast more than one mob or have Frost Fever rolling on more than one mob.

The dot is crap damage even with alot of mastery..its your frost strikes that will benefit the most from mastery..the discussion is if its worth to pull slightly less dps on adless fightsVs slightly more on add fights...most people prefer the first..but also remember that any dk would try getting as much as possible of both..the reforge bonus if you go for mastery instead of haste will probably yield you only a couple of hundred rating more anyways

Well another thing to assess is whether mastery is really inferior, I heard discussion that it may slightly superior by a minute margin because sims assume you spend your KMs on Obliterate more than you actually will.

The answer would be sort of. More haste would lead to faster rune regeneration, which means more obliterates/howling blasts. So yes stacking mastery would lead to harder hitting Howling Blasts and Frost Strikes would would be missing on lots more auto attacks and potential runes.
