    He has a link in the comments to his UI so I'd say it's ForteXorcist being shown. There's also a few others like CoolLine or SexyCooldown which do the same thing with less bloat than Forte.

    That one is certainly ForteXorcist due to the color changing along the length by the type of cooldown.
    The timers above in the middle are also a bit of a giveaway.
    It however is a bit too much for that just one function, so the above alternative suggestions are more than capable of providing just that.
