Increasing weekly cap via team rating or personal ?

Hey I was trying to find an answer to my question, but most of threads I found are outdated, so here's come the question.
My Team rating is now ~1712.
My Personal rating is ~1760.
Which one will affect how much my weekly cap will increase?

Yeah, I joined a team with the intention of playing with feral druid ( I'm disc priest ), we tried few. Then his friend mage which was in team already wanted to try few with me, so the feral found new team mate for himself. They seems to be loosing our Team Rating :P
