So, 1 is trash (he didn't stop the war), 2 is trash, 3 is meh, 4 is dumb as it obviously existed (you really think the creators didn't add some clue ins? they knew how popular this game was), 5 is meh, 6 is OK (Lugia's Water type attacks would dominate Ho-oh), 7 is dumb (barely any color change vs. huge color change with Lugia), 8 is meh, 9 is a plus for Lugia (more utility and better fighting capabilities), 10 isn't a plus for Ho-oh (as in he doesn't have any real responsibility), 11 isn't entirely true as he mostly flies around, 12 need I remind you Lugia had an entire movie about how important he was (4 sacred areas along with the whole prophecy), 13 isn't true, 14 is meh

Indeed, but it's still better than most Flying, non-legendary types, especially in ability, stats, and motion.

Well, based off his stats he is pseudo legendary. Coupled with his own movie and only being able to get one back in Gen IV add up to him being pseudo-legendary. It's not just for fancy dragons.

My two new favorites from Gen V aren't dragons, but both are pseudo legendary.
