I've heard that his Mega form is post game, but can I still catch him before that? I was hoping to use him on my team.

From looking at the 3 pre-national dexes i seem to be able to get allmost all of my dream-team together again;
- Dragonite
- Kingdra
- Aerodactyl
- Ampharos
- Charizard
The only one i can't get a hold of is Sceptile it seems like; As i'm a sucker for lizard/dragon-alike pokemon i might need a worthy replacement
Any ideas if the others from my team can be obtained prior the elite 4? on horsea, mareep, charmander i'm preety sure
