Any villagers, shopkeepers, guards, characters in the story, merchants, and anyone else unlucky enough to meet you. You can kill anyone at anytime for no reason. It's actually pretty fun because guards will spawn if you are caught killing someone (or caught breaking any other laws such as stealing, vandalism or trespassing) and they will give you 3 options: 1) Pay for your crimes with gold. 2) Do a community service mission (such as killing bandits or escorting traveling merchants) or the fun one 3) Resist arrest, in which unlimited numbers of guards will spawn until you are dead or you leave. It's actually pretty fun to go around a town and kill every villager and shopkeeper in town while trying to stay alive from the guards, loot every house and then buy the houses of the people you killed with the money you stole. Until you own every house in a town. Very fun game, but only about 30 hours of gameplay max in one playthrough. (that is 100%ing everything, main story only is about 6-10 hours)
