Fable games are incredibly fun, but only if you are evil. Why you say? Good characters beat the story, maybe get married, enjoy the praise of the idiotic villagers, and then what do you do? Play the mini-games in the taverns? But for evil characters, Fable has something going for it that few other rpgs have: You can kill anyone. Any villagers, shopkeepers, guards, characters in the story, merchants, and anyone else unlucky enough to meet you. You can kill anyone at anytime for no reason. It's actually pretty fun because guards will spawn if you are caught killing someone (or caught breaking any other laws such as stealing, vandalism or trespassing) and they will give you 3 options: 1) Pay for your crimes with gold. 2) Do a community service mission (such as killing bandits or escorting traveling merchants) or the fun one 3) Resist arrest, in which unlimited numbers of guards will spawn until you are dead or you leave. It's actually pretty fun to go around a town and kill every villager and shopkeeper in town while trying to stay alive from the guards, loot every house and then buy the houses of the people you killed with the money you stole. Until you own every house in a town. Very fun game, but only about 30 hours of gameplay max in one playthrough. (that is 100%ing everything, main story only is about 6-10 hours)

I think you may be thinking of Morrowind. In Fable you most certainly cannot kill anyone that you want. Every main story character in every Fable game is immune to your attacks, unless you're supposed to kill them. Also, you can't kill children in any Fable game. Random nameless peasants also respawn.
