I don't really think so:
Bear: single target dmg, knockback, multiattack, party buff might, and charge
Raven: damage/damage+cripple, blast, charge, aoe daze, multiattack+bleed
Wolf: dmg+2bleed/dmg+4bleed, lifesteal, aoe fear, aoe fury+regen, charge
Leopard: dmg, aoe weaken, charge+cripple, sprint?, stealth
Unless the damages are significantly more than their class counterparts, no, I don't see that this gives you any sort of surprising mix of skills that you couldn't get with other weapons, plus note that shapechanged I expect you lose the ability to weapon swap.
Now, this is from the wiki which is fairly uninformative. If, for example, Bear also gives you +20% hp and or an armor buff, that might bring it up to 'elite' skill caliber. Raven is a fairly mundane cc spec, Wolf decent dps, and the Leopard is mainly valuable for the stealth (3s?) on only a 5s cooldown. But then again you only get 30 seconds to use them.
So no, I don't see the norn beastform weapon sets (without the numbers) as anything nearly as useful as Reaper of Grenth or even the Charzooka.
