Can I -snip- noobs again with full HC gear in WoD? Or it's nerfed

In world pvp, full hc gear is gonna be ilvl695, and full s16 gear is gonna be ilvl690.

If pve set bonuses work against players (I don't think they will, same as legendary cloaks don't proc against players in MoP), then you'll rape them. If not, they'll probably own you with their pvp set bonuses and added survivability. For example, double pvp trinkets allegedly give them a -10% dmg taken from players bonus, and I think some of the set bonuses from gear give craptons of versatility which means even less dmg taken.

Also, depending on how dmg scales, pvp-ers might start stacking versatility WoD in later seasons, essentially giving themselves tons of resilience while doing similar dmg to a full mythic geared player.

It's WoW, where guys who are doing PvE are getting better items for PvP than most skilled people in Arenas/BG.

Agreed, but it's never been that way. Even back in Vanilla, you could pvp in T1/T2 and do just fine. Though that was way before resilience and pvp power of course.
