Short somewhere on the board or polarity of the 'power on' connector is wrong?

flashed BIOS, did fresh windows reinstall, cleared CMOS, did everything I possibly can. support rep is getting me an RMA on the power supply. does that seem likely that it's the power supply? no real issues other than booting itself UP after it's shut down...

Power is determined by a power controller. Until you know what a power controller is ordering and what its inputs are, then every recommendation is only wild speculation. To know means using a digital meter. Without hard facts (with numbers), then an only other strategy is to keep replacing good parts on wild speculation until something works. Also called shotgunning.
