More of a network question than a computer question

I have a 80mbps download connection.. How comes my PS4 doesn't benefit my full internet speeds when I have it on a wired connection? My PS4 jumps from using 10mbps to using 30mbps.. It's very random.

The package I pay for is for 60, however, over time they increased the speed twice up to 80. Even doing a speed test, it's showing I have between 80 and 83 download. I checked Google, changed my PS4 DNS to 8.8.8.8 and 8.8.4.4 like they suggested, but I don't notice an increase in speed.

If your speed tests are fine then it is most likely Sony's servers being the bottle neck. I have no doubt they throttle download speeds to lower the stress of their servers.

Your download line could be 10gbps but if the download source is giving it to you at 30mbps then thats what you will get.

it only uses what it can, the lowest connection between you and what you are connecting to is what you get, just because you have 80 down doesn't mean PSN is going to give you more than 10 up on their end

You need to clarify the numbers.

Your connection is 80Mbit, which is about 10MB download speed. Bits and bytes are different. Your PlayStation shows MB speed, so it sounds like you're getting what you should be getting.

Not sure who (google searched) suggested changing DNS to core DNS for throughput, it will make no difference whatsoever; they clearly have no idea how I.P works.

Think the query was resolved in last post?

switching dns ensures you are not being diverted to a congested local caching server, some isps have done this for youtube and netflix content, PSN downloads would make sense for something like this as well

Just going to toss out my own experience here. I have a 50mb service and get it on my computers and phones, but the PS4 sits around 15mb constantly. It's either a snag in the nic for the console or sony's servers from what I've been able to figure out.

they could be throttling upload, and likely are

Possible more simple solution: have you tried a new ethernet cable?

PSN is likely throttling the server side upload when load balancing. In personal experience I have a 500/50 connection yet I do not get more than 12 ( which in turn is ~1.2mb/s) or so on the PS4 while Steam is regularly giving me 40mb/s.
