Nope. I think they also confirmed that the previous tier has no impact.

My alt says no. Cleared normal hfc on it a few times and no change.

not sure if it applies anymore, but previous tiers did have some impact on HFC caches. New characters with no experience get a RF cache, characters with BRF mythic experience got heroic caches.
