Im wondering how much is the hit cap and spell penentration in arena.

No. 4% hit and 130-140 spell pen. But most classes got a chance to not get hit by 1-5% so i recommend you get 7-8% hit if you got any talent, dont use all your gems on hit/spell pen

Most people don't go for the 130 cap I stay at 80 because most paladins aren't smart enough to randomly switch to frost resistance arua

I believe the hit cap is 5% but I go for 6% because of racials. I could be 1% off on this (i.e. 6% is the cap and 7% because of racials but I'm not positive). As for spell pen you should stack at least 130. I personally don't because I'm a Warlock and use CoE (granted I sometimes wish I had more spell pen against de-cursers).
