Im assuming the pvp hit cat for enhance is 6% for spells like any other caster, also how much spell pen should i aim for as well.

Yup, its the same amount as any other caster.

You need 75 spell penetration.

Spell miss chance against a target of equal level is 4%. Belfs, Nelfs, and Tauren have extra chance to be missed by nature spells, 6% takes you past their racial abilities.
