Probably either herbalism, JC, or inscription... pretty much all the other ones can be fairly expensive (tailoring is worth checking out if frostweave prices are low - they usually aren't though). Engineering sometimes isn't that bad either... that being said, still expect to be spending a decent amount of cash.
Probably Alchemy/Inscription. Taking both lets you use same resource to level them, so you should get less "leftovers" from leveling them.
the + with inscription is if you have a max (or high) level inscription friend/guild who will mill for you just buy the Catta level herbs (usually cheaper then the 100-350 lv herbs) (whiptail is usually 20ish g on my server) and mill then then use the ink trader to get low level inks you need that being said what do you want the prof for? gear? Gold? utility buffs? (also as no one said it Cooking/Fishing/Archy)
Really really hard to say tbh, but easiest way to check is to check around the prices on ah on your server. Go Google and search for [Insert pref proff here] guide to see what mats are most worth checking price on. Takes a few min but is prolly most accurate since prices on stuff can diff so much.

It costed me about 3k gold to lvl alchemy to 525 and i didnt farm anything.
bobumon is correct. I recently leveled inscription on an alt, while having inscription on a char already. I spent about 1500g, and I made back 2000g within 2 days from only selling the glyphs i made to level with.
If you don't have a maxed scribe, buy the low level herbs when they are cheap, and buy blackfallow ink when you reach expensive herbs and trade the ink in for the ink you need.

Alchemy is very cheap. I spend about 2k to level to 525, epic trinket and specialization included. Just leveling my 8th alchemist and prices seem to be even lower now, so good hopes it will be below 2k this time
Alchemy is the best profit/price ratio, Inscription is about the same but harder to use to make money at max.
Leatherworking and tailoring are VERY dependant on your server economy, worth checking out, but probably not gonna be cheap
Enchanting has a good potential of being cheap, as you can sell all items you make in the 'expensive' 450+ range, but highly depends on prices of mats in the 150-300 range.
JC/Blacksmithing have the same issue as Enchanting, without actually offering you much items to sell in return, i would avoid them.
Engineering might not be the cheapest to max out, but gives a good number of bonuses, from utility to funny. Its also the cheapest of the 3 ore-based profs.

Alchemy is cheaper to powerlevel to max (525). Inscription is a b**** for the last few levels.

Alchemy / Inscription imo though I lean more towards Alchemy for the returns.
I don't understand how people hope to POWERLEVEL gathering professions. It will take a minimum of 3hr to max a gathering profession and between that time I can max Alchemy 5-6 times
Get your Herbalism maxed out and then choose Inscription or Alchemy. That's your best bet if you want to do it on the cheap.
Tailoring is beyond expensive unless you don't mind farming cloth for hours on end.

You cannot really powerlevel Jewelcrafting either. You need to do dailies to get the designs that bring you to 525 skill.
It is quite cheap to get to around 500 skill these days though. (you don't need the L70 designs anymore, which costed fortunes back in the days)
