Yep, you read it right. Apparently our "connections ministry" tries to lobby a law, which, in case if war or huge country-wide riots, will "disconnect" russia from WWW. Also they will talk with Putin himself about it.This crap is so retarded, i dont even know which madman came up with that idea.

Russia WAS responsible for that. The fact that they tried to pin the blame on Ukraine by claiming they shot down the plane as a false flag attack to discredit Russia and the separatists speaks volumes about their own guilt.

ARPA designed the Internet to survive a nuclear war. You can try to turn it off but it's built to route around blockages.

In Tunisia the government tried to shut the Internet down during an Arab Spring type protest, the Internet just routed through Morocco. They slowed it down, but it didn't stop.

So who knows what will happen when they block the Internet in Russia?
