Lock Personal Resource Display?

Is there a way to lock the personal resource display bar in place so that it doesn't move as I move?

No, because it is in effect a nameplate.
Instead you need to disable that and use a fixed alternative.

I'd just like to be able to use the texture and icons to replace my one in Elv...wonder if that is possible hmmm

In theory you could, as they are just textures the game has by default.
There are many other addons which have reused the blizzard defaults.

/run SetCVar ("nameplateSelfTopInset", .69999)
/run SetCVar ("nameplateSelfBottomInset, .3)

Might as well just make a simple static player frame with a unit frame addon. You could do it easily with weak auras as well.
